Description Great Lakes Inter-Tribal Council is a non‑profit organization formed by the Native American Tribes of Wisconsin. We serve all WI tribes by administering grant‑funded programs either directly or through subcontracting. Programs range from Child and Maternal services to Education, Disability and Elder benefits. Mission To Enhance the Quality of Life for all Native People. Responsibilities Manage the planning, implementation, and evaluation of assigned grant‑funded program workplan activities. Develop and maintain partnerships with governments, communities, and organizations throughout the Bemidji Area to ensure effective communication flow and dialogue between all partners. Contribute to ongoing strategic planning, budgeting, and program support to ensure the successful development and implementation of projects and programs. Gather, analyze, and prepare clinical and public health policy, systems, and environmental change recommendations. Develop and implement accurate reporting mechanisms that measure the efficacy of previous and current programs, strategies and initiatives and inform ongoing improvements. Conduct or oversee environmental scans, trend data analyses, data management and quantitative and qualitative research. Support communications through conference calls, meetings, written briefs, publications, events, newsletters, and website features. Work with program staff to plan program events, meetings, trainings, conferences, conference calls and webinars. Assist participating tribes in strategic planning, assessment implementation and evaluation of activities and strategies. Engage Tribal leaders in promoting culturally adapted evidence‑based practices to address chronic and acute conditions and to promote good health and wellness. Actively participate in task teams, working groups, and other joint policy and program initiatives. Oversee contracting with Tribal sub‑awardees and others as needed to perform program activities. Prepare, review and forward reports according to CDC requirements. Assist and lead the program Epidemiologist and Evaluator in workplan activities. Work with GLITC Director to provide overall program advisement. Additional Responsibilities Maintain a working knowledge of all grants and programs of the department. Engage in networking activities to remain current in the availability of epidemiological and other health data resources available to AI/AN within the service area. Assure all services are delivered in a culturally sensitive manner. Participate on committees outside and within the organization. Attend all training sessions and meetings as scheduled. Attend conferences and training to stay current on advances in the field and obtain new skills. Participate in research projects as designated by the Director. Perform other duties as necessary to fulfill the responsibilities of this position. Working Relationships and Scope Reports directly to the Epidemiology Center Director; works under limited supervision. Daily contact with assigned program team members and regular contact with all Epidemiology Center staff members. Frequent contact with Tribal, urban Indian, Federal, state and local partners to conduct projects and obtain and provide information. Performance Dimensions Supports mission of Great Lakes Inter‑Tribal Council and demonstrates a basic understanding of tribal customs, traditions, values and beliefs. Quality, quantity, accuracy, timeliness and thoroughness of work performed; quality of communications and development of good working relationships with others internal and external to the organization; honesty and integrity; customer satisfaction; compliance with GLITC policies and procedures; reliability in reporting; sound business decisions; confidentiality; current knowledge in the field. Knowledge, Skills & Abilities Master of Public Health, Master of Science, or master’s in healthcare administration. Two to five years of project management experience, and three to five years of people management experience and training. Understanding of traditional American Indian health issues. Experience working with Native American Tribal Governments, Tribal organization and/or not‑for‑profit agency in epidemiology. Ability to work independently and as a program team member. Excellent verbal and written communication skills; professional demeanor; problem‑solving skills; time‑management; self‑motivation; ability to work under pressure; build positive work relationships; professional interaction with a wide variety of people; public speaking. Ability to apply statistical calculations to findings and compose complex business correspondence. High level of confidentiality. Valid driver’s license and reliable transportation with adequate insurance and ability to travel. Compensation & Benefits Full‑time exempt position with a pay range of $70,000 – $75,000 annually. Person will be based in the Madison, Wisconsin office. This is not a remote position.
