Position Function:

Under the direction of the Public Services Administrator, manages the general operations of the Public Works Department consisting of the Administration, Transportation (Streets), Stormwater, Sanitation (Solid Waste) Contract, Fleet Maintenance, GIS, and Engineering operations of the City. Manages Department activities through the development and oversight of program design and implementation, contract management, policies and directives, budgets, goals, and objectives to ensure the integrity of the City's thoroughfare and/or rights-of-way infrastructure, refuse collection, and fleet management of the City.

Essential Duties:

  1. Directs and oversees the Transportation (Streets) Division through planning, design, construction, and maintenance of streets and right-of-way. Responsible to ensure roadway traversing and traffic control devices promote safety and efficiency. Directs and oversees impact studies related to current needs and future growth, including but not limited to residential, commercial, and industrial growth, and/or traffic control. Responsible for plan review and approval.

  2. Directs and oversees the Stormwater Division to ensure reliable, safe, high-quality, and cost-effective measures to ensure watershed protection and minimize its impact on property, lakes, springs, and streams.

  3. Directs and oversees the Sanitation (Solid Waste) contract to ensure safe, efficient, and effective collection methods of pick-up and disposal for residential, commercial, and industrial customers. Plans and directs the City's ongoing efforts to reduce solid waste through the design and promotion of appropriate recycling initiatives.

  4. Directs and oversees the Fleet Maintenance Division to ensure reliable, safe, high-quality, and cost-effective measures are generated through this internal service.

  5. Directs and oversees the preparation and administration of the Public Works Department's annual budget. Responsible for forecasting expenditures necessary and required to complete Departmental projects; the procurement of goods and services; and Personnel costs related to selection, training, and development. Manages the selection and retention of Department Personnel, including training and development initiatives.

  6. Provides staff assistance to the Public Services Administrator by preparing and presenting department and project-related reports during Staff, City Commission, Lakes Advisory Board, and other City-related meetings. Acts as Public Works Director Designee, when directed.

  7. Performs other duties as assigned.

Environment:

Duties are primarily performed within an office environment or setting. Possible exposure to dust, mold, and allergens; inclement weather; extreme noises; and electrical and chemical hazards.

Knowledge/Skills/Abilities:

  • Required knowledge and experience are normally obtained through the completion of advanced education from an accredited educational institution of higher learning resulting in a Bachelor's Degree in Engineering, Public Administration, or related field, and at least five (5) years of supervisory experience is required.
  • Government work-related experience and a State certification or license in a related field are preferred.
  • Substantial work-related experience may be substituted for education.
  • Work requires the ability to read letters, memos, contracts, professional and industry literature, spreadsheets, and other job-related analysis.
  • Work requires the ability to write letters, memos, and contracts.
  • Work requires the ability to understand and develop computer models for cost analysis and compose financial and budgetary reports.
  • Work requires substantial independent judgment and decision-making. Must be able to monitor and assess operations, workload, projects, and staff performance.
  • Work is widely varied, involving analyzing and evaluating many complex and significant variables.
  • Organization-wide policies, procedures, or precedents may be developed and/or recommended.
  • Must possess excellent oral and written communication skills.

  • Should be competent in the use of Microsoft Excel, Word, and PowerPoint software, and familiarity with SCADA and Auto CAD.

  • Must be able to research, compile and analyze data, and then present findings to the City Commission and City Manager in an acceptable format.
  • Ability to learn and remain up-to-date on applicable Federal, State, and City regulations, best practices, and policies affecting department activities.
  • Ability to establish and maintain effective working relationships with City employees, other Federal, State, and local governmental representatives, contractors, consultants, vendors, media, and the general public is essential.

Other Requirements:

  • Must possess a valid Florida Class E driver's license.
  • Must pass applicable pre-employment testing and background and credit checks.

SPECIAL REQUIREMENT:

This position may be required to report for work when a declaration of emergency has been declared in Polk County.
