The Airport Operations Officer is responsible for conducting daily inspections, ensuring compliance with FAA regulations, the Airport Rules and Regulations and Minimum Standards. Assists in airfield safety including identifying, preventing, and responding to aircraft emergencies, removing FOD, wildlife and hazards to aviation. This position is also responsible for record keeping, 139 training, noise abatement and issuing NOTAMs. This unique position offers an exciting opportunity to work with the largest general aviation airport in the Commonwealth of Virginia, the Manassas Regional Airport. The Airport is currently transitioning to a 139 certificated airport with commercial service starting in the coming year. Responsibilities Makes regular airfield inspections and reports on facilities, runways, hangars, fences, lighting and equipment conditions and performs/requests maintenance if necessary; monitors oil and water separators, test outfalls, fuel tanks and piping, control and countermeasure plan, and airport construction projects to ensure DEQ and FAA operational safety guidelines are being followed. Trains airport personnel and tenants regarding airport procedures: explains and enforces airport’s rules, regulations and minimum standards; trains airport tenants on the handling of international flights and garbage control; trains new personnel in aircraft emergencies, airport security, environmental procedures and inspections, airport rules and policies, wildlife management, and snow removal. Performs customer relations and information functions: Manages airport website, ensuring accurate and complete content; fosters relationships and partnerships with citizen groups through a “Good Neighbor” noise program in addition to responding to noise abatement reports; investigates/addresses source of complaint; and conducts tours, safety seminars and open house events. Coordinates emergency procedures with police and fire departments as necessary; assists in airport emergencies and aircraft recovery operations; develops and updates airport emergency plan; assists the department’s emergency drills and tabletop exercises; issues NOTAMs (Notice to Airmen) as necessary to ensure public safety. Serves as airport liaison with outside contractors, vendors, airport engineers, Airport Commission, elected officials, and other individuals/organizations; coordinates with multiple City departments during construction projects, power outages, street closures, and emergency events; and prepares/presents detailed briefings. Prepares and/or processes a variety of documentation such as fuel meter readings, accident and incident reports, environmental reports, letter of agreements, airfield inspection reports, hangar inspection reports, and hangar and tie down occupancy reports. References airport rules and regulations, airport minimum standards, Federal aviation regulations, FAA Advisory circulars, State and City code, airworthy directives, environmental plans, airport plans, policy and procedure manuals, codes / laws / regulations, publications and reference texts, etc. Implement airport security plan. Conducts/attends a variety of meetings/presentations. Assists in formulating airport budget for airport operations expenditures. Maintains knowledge and understanding of FAR Part 139 requirements for airports. Qualifications Bachelor’s Degree in Aviation Management, Business Management, or a closely related field required; previous experience in aviation operations or airport internship is preferred; or any equivalent combination of training and experience, which provides the required knowledge, skills, and abilities for this position. The incumbent must possess and maintain a valid Virginia driver’s license. Must be able to pass a federal background investigation. Daily work hours are 8:30 a.m. to 5 p.m. The incumbent will be subject to work weekdays, weekends, and holidays; will be on-call to respond to after-hour or holiday calls on a rotating basis.
